David is Joint Global Head of the Allen & Overy Infrastructure Group. He is based in London and specialises in infrastructure related work acting for sponsors, funders and the public sector. David is recognised as a leading market practitioner and in the late 1990s, he was one of the original members of the Treasury Taskforce, the public sector team recruited from the private sector that was credited with improving the PFI process for the UK Government, producing the original Standardisation of PFI Contracts, a model form of contract used throughout the world.

He has advised on a broad range of deals across the PPP/PFI landscape including the largest health PPP project Europe (Barts and the London Hospital), military satellite financings in the UK (Skynet 5) and Middle East (YahSat) and roads in the UK and Eastern Europe (Istrian Motorway, Croatia). He also has advised on the new offshore transmission asset sector (or "OFTOs"), closing the Walney 1 transaction last month and a broad range of deals across the infrastructure landscape (portfolio and single asset acquisitions).
